Dr. Tony Evans serves as the Senior Pastor of Oak Cliff Bible Fellowship, a 10,000+ member congregation. He is the chief overseer of both the spiritual and business wellbeing of the church. As the primary spiritual authority, Dr. Evans has the responsibility of proclaiming God’s Word to the congregants; coordinating the ministry so that it effectively meets the spiritual, social and physical needs of members and the community; and communicating the vision of God for the church. Operating on a Kingdom agenda, Dr. Evans leads the Church Elder Board in setting church policy and doctrinal statements that are grounded in biblical principles.

As the chief executive officer, Dr. Evans oversees the management of a multi-million dollar budget, a campus that includes 160 acres of land, a staff of over 200 employees and a leadership team of over 160 members. Dr. Evans has the enormous task of ensuring the church’s financial health and operational efficiency, which includes the acquisition of monetary and in-kind resources, appropriate facilities and qualified, skilled staff who are committed to Christ and the vision of the church.

Dr. Evans is married to Lois, his life-long partner and co-laborer in ministry. He is the father of four: Chrystal, Priscilla, Anthony, Jr., and Jonathan. He and Lois are the proud grandparents of twelve and the great-grandparents of one.

Pastor Bobby Gibson serves as the Associate Pastor of the Fellowship Ministry. In this capacity, he oversees the following departments: Singles, Couples, Counseling, Health and Wellness and Comfort and Care. As an associate pastor, Pastor Gibson additionally provides therapeutic and spiritual counseling to members and supports the Senior Pastor in teaching, preaching and training.

Fellowship, as one of the four vital experiences, seeks to create a church where no one stands alone. Pastor Gibson has the task of ensuring that each department provides a safe and caring environment where members can share common experiences with other like-minded individuals and that all members receive the support they need to properly function emotionally, physically and socially in the context of Christian love.

Pastor Gibson is a licensed professional counselor and therapist with extensive experience in pastoral ministry, leadership coaching and managerial leadership. He holds a Master of Arts in Christian Counseling from Oral Roberts University. He is married to Gloria and they are the proud parents of three: Christopher, B. J., and Shawnone with five grandchildren: Keyara, Bryana, Christopher II, Bria and Natalie.

Rev. Norman Vasquez serves as the Associate Pastor of Christian Education. He oversees the following ministries: Children, Youth, and Adult Education. He also assists the Senior Pastor in the areas of preaching, teaching, training, and pastoral care of members.

Christian Education, as one of the four vital experiences, seeks to create a church that teaches thoroughly the knowledge and application of God’s Word. As such, Rev. Vasquez has the enormous task of ensuring our children, youth and adults are trained in the Word of God and can “accurately handle the word of truth” in their daily living. His desire and charge are to equip and mature saints for the work of the ministry.

As a licensed and ordained minister, Rev. Vasquez has served since 2000 in several large congregations gaining extensive experience in pastoral ministry and Christian education. His God-given gifts include teaching, exhortation, and administration which compliment his heart to see people grow in a loving and healthy relationship with the Lord Jesus Christ. Pastor Vasquez holds a Bachelor of Science degree with emphasis on Religion – Biblical Studies from Liberty University. He is married to his best friend Nicole and they are the proud parents of two daughters, Princess Anna-Nicole, Ysabella and a son, Dominic.

Rev. Charles Wolford is the Associate Pastor of Outreach and the Executive Director of The TurnAround Agenda (formerly Project TurnAround), the social outreach arm of Oak Cliff Bible Fellowship. He is responsible for the entire operational and programmatic functions of TTA that includes a public schools outreach, a family care pregnancy center, human needs assistance, a technology and education institute, an athletic league, summer camp and a resale store.

Outreach, as one of the four vital experiences, seeks to create a church that spreads the Good News of Christ in word and deed. Rev. Wolford has the unique charge of connecting the Christian's social responsibility to our fellow man with evangelism and discipleship. This ministry focuses on the eternal destiny of people as well as empowering individuals to lead productive lives in this present age. As the Associate Pastor of Outreach, Rev. Wolford supports the Senior Pastor in the areas of teaching, training and care of ministry volunteers.

Rev. Wolford has over 20 years of ministry and non-profit leadership experience with an emphasis in program and fiscal management, fundraising, capital campaigns, strategic planning, training and systems development. His gifts include budget administration, organizational management, public speaking, teaching and program design. Rev. Wolford holds two Bachelor of Science Degrees in Sociology and Criminology from Wilberforce University and has two years of theological training from Payne Theological Seminary in Wilberforce, Ohio. He is married to Diane, and they are the proud parents of three: Charles III, Christian, and Deaunica.

Mr. Michael Bethany serves as the Executive Director of Worship at Oak Cliff Bible Fellowship where he is the primary Worship Leader and Chief Musician.

The son of the late Pastor Charles & Patricia Bethany, Mr. Bethany grew up serving in his father’s church in the heart of his native St. Louis, MO. After a successful career as an Electrical Designer, he studied Ministry & Leadership at Missouri Baptist University.

A seasoned gospel recording artist, Mr. Bethany fuses his God-given ability as a dynamic musician with his capacity for effective team-building to lead and mentor musicians, vocalists and other creative arts staff and volunteers (including drama, video, sound and lighting) to create an atmosphere conducive for the people of God to have an experience with the Person of God.

Michael is married to Chavon Bethany and they’ve been blessed with a two sons, Michael Isaiah and Nathan.

Ms. Shari Carroll serves as the Executive Director of Ministry Advancement. The goal of the Ministry Advancement department is to support the mission and goals of the church by initiating a plan that reflects the values of the Kingdom of God using multiple strategies to increase church revenues and promote the positive image, message and services of Oak Cliff Bible Fellowship and affiliate organizations.

Ms. Carroll’s primary responsibilities include promoting and increasing public awareness and understanding of the ministries of Oak Cliff Bible Fellowship; streamlining and centralizing all marketing and promotional activities; using technology, specifically the Internet, for advertising programs and events; implementing cost-effective marketing strategies; and implementing multiple strategies for generating increased revenues to support the social, health, economic and education outreach ministries of the church.

Ms. Carroll has over 20 years of experience in nonprofit management with an emphasis on program development, marketing and fundraising. She has a successful track record in obtaining numerous federal grants for social programs. Her God-given gifts include project management, strategic planning, networking and organizational assessment with strong communication, presentation and organization skills. Ms. Carroll holds a Bachelor of Science in Business Administration from Texas Woman’s University in Denton, Texas.

Dallas Diggs serves as the Executive Director of Administration. He oversees the Administration Ministry comprising of the following departments: Accounting, Building Operations, Events, Information Technology, Membership Services, Stewardship and Security.

These responsibilities include working with the Senior Pastor to make certain that all ministries at Oak Cliff Bible Fellowship have the financial, technological and facility resources to effectively support ministry programs and events. Mr. Diggs has the task of maintaining a healthy, safe and supportive environment in which members, visitors, staff and volunteers are able to worship, fellowship, learn and serve one another.

Mr. Diggs earned a B.S. in Economics from Allegheny College and an MBA in marketing from the Wharton School at the University of Pennsylvania. His 15 years of marketing, sales and operations leadership in Fortune 100 corporations is complemented by over 10 years of business consulting. His spiritual gift in administration and a passion for excellence is grounded in his love for people. He is married to Sharon, and they are honored to be the parents of a son, Chandler, and two daughters, Alyssa and Alanna.

Mr. Gregory Smith serves as the Executive Business Manager of Oak Cliff Bible Fellowship. He oversees the business activities of the church that include real estate, banking, financial, and economic development. In addition, Mr. Smith handles all of the church’s profit-making entities such as the OCBF Bookstore, Food Services, OCBF Copy Center, Special Events and the Fellowship Credit Union. All ministry-related contracts are handled by his department, and he ensures that all ministry areas are in compliance with applicable federal/state laws and regulations.

As the chief business manager, Mr. Smith stays abreast of all community, social, political and economic conditions that could affect the church. He keeps the Senior Pastor informed on the church’s financial position, resources, available assets to invest, and financial goals.

Mr. Smith holds a B.S. degree in accounting from Florida A & M University and has 25 years of experience in the field of accounting, finance, and management. His God-given strengths include strong managerial, analytical, communication and interpersonal skills. He is married to Kay and they are the proud parents of two daughters: Velyncia and Alecia.

Connie WilliamsMrs. Connie Williams

Mrs. Connie Williams serves as the Executive Director of Human Resources. The Human Resources Department is dedicated to supporting the church’s mission and goals by providing high quality, skilled employees that are committed to Christ and the vision of Oak Cliff Bible Fellowship.

Mrs. Williams is responsible for improving processes, instituting policies and procedures, fostering communication and cooperation in the workplace, and providing quality, cost-effective services to meet the needs and support the success of all ministry departments.

Ms. Williams has 15 years of experience in human resource management with heavy emphasis on employee relations. She has solid experience in recruiting for ministry, technical, executive and management positions. Mrs. Williams’ God-given gifts include planning, project management, and training coupled with strong communication, presentation and team-building skills. She holds a Professional Human Resources Certification with a Bachelor of Arts in Business Administration and Management from the University of Texas in Arlington. She is married to Clarence and they are the proud parents of Candace and Clarence III and the proud grandparents of two.
